In the mid 1990′s the legislature created state jails as punishment and treatment facilities to bridge the gap between misdemeanors which carry a maximum of one year in jail (which with standard good time is at most six months) and third degree felonies with a minimum of two years in prison.

State jail punishment ranges from six months to two years. Unlike prison or county jail time, there is no good time. State jails were built in all large cities and near many towns. Inmates are usually assigned to the state jail closest to the city where they are sentenced.

The idea is to keep people close to their home, so they’ll get family support when released. The treatment part of state jail has faded, but keeping people close to home has stayed.
